AB100, s. 2357 Section 2357. 560.155 (2) (e) of the statutes is created to read:

AB100,1030,3 560.155 (2) (e) If the department awards a grant under this section, the department may contract directly with and pay grant proceeds directly to any person providing technical or management assistance to the grant recipient.

AB100, s. 2362 Section 2362. 560.24 of the statutes is created to read:

AB100,1030,16 560.24 Training assistance grant program. (1) (a) The department may award a grant to an employer for training the employer's employees if all of the following apply:

AB100,1030,17 1. The employer satisfies any of the following:

AB100,1030,19 a. The employer will create significant numbers of new, high-paying jobs in the state, as determined by the department.

AB100,1030,21 b. The employer will introduce new capital investment to retain a significant number of jobs in the state, as determined by the department.

AB100,1030,24 c. The employer agrees to pay a family-supporting wage to employees who successfully complete a job training program, and the department determines that there is significant potential for those employees to obtain additional wage increases.

AB100,1031,3 2. The employer submits, and the department approves, a training plan that has been developed jointly by the employer with a technical college or other training provider and that details the proposed use of the grant proceeds.

AB100,1031,4 3. The employer enters into an agreement for the use of the grant proceeds.

AB100,1031,6 4. The employer agrees to submit the report required under par. (b) by the time the report is required under par. (b).

AB100,1031,9 (b) An employer that is awarded a grant under this section shall submit to the department, within 6 months after the full amount of the grant has been spent, a report detailing how the grant proceeds were used.

AB100,1031,12 (2) In awarding grants under sub. (1), the department shall give preference to employers who submit training plans under which the training will be provided by a technical college.

AB100,1031,16 (3) The department shall award grants under sub. (1) from the appropriation under s. 20.143 (1) (cs). If the department exhausts the moneys in the appropriation under s. 20.143 (1) (cs), the department may award grants under sub. (1) from the appropriation under s. 20.143 (1) (c).

AB100,1031,19 (4) The department may pay the proceeds of a grant under sub. (1) directly to the technical college or other training provider that participated in developing the training plan under sub. (1) (a) 2.

AB100,1031,21 (5) The department shall promulgate rules defining, for purposes of the program under this section, all of the following terms:

AB100,1031,22 (a) Capital investment.

AB100,1031,23 (b) Family-supporting wage.

AB100,1031,24 (c) High-paying job.

AB100,1031,25 (d) Significant numbers.

AB100,1032,8 38.34 (2) Grants. Subject to sub. (4) (3), the department board may make a grant from the appropriation under s. 20.143 (1) (fj) 20.292 (1) (fj) to a technology-based nonprofit organization to provide support for a manufacturing extension center if all of the following apply:

AB100,1032,11 (a) The technology-based nonprofit organization submits to the department board a plan detailing its proposed expenditures and performance measures related to the project.

AB100, s. 2371 Section 2371. 560.60 (4) of the statutes is amended to read:

AB100,1033,10 560.60 (4) "Eligible recipient" means a governing body or a person who is eligible to receive a grant or loan under s. 560.62, a grant or loan under s. 560.63 or a grant or loan under s. 560.65 560.61.
